港府今年4月下旬公布2017年特首普選方案具體內容，並原封不動提交立法會今日開始審議，今次政改方案按照《基本法》及全國人大常委會「八三一」框架制訂，降低「入閘」門檻至120個提名委員會委員聯合推薦，最多有10人「入閘」成為特首參選人，經每名提委逐一表決，取得過半數支持的2至3人「出閘」成為候選人，讓五百萬名合資格選民以一人一票，一輪簡單多數制選出特首當選人，毋須取得過半數有效票。

“If two rounds of voting are required, a lot of time and resources will be consumed,” she said. “The simple majority system is also unsatisfactory. If the turnout rate is low, the winner may not gain many votes and this may not help improve his mandate.”
