特首提名，分為委員推薦及委員會提名兩個階段，將會設秘書處協助提名程序。參選特首的提名門檻由現時八分一降低至十分一，取得120個提名委員記名聯合推薦就可成參選人，每名提名委員只可提名一人，每名參選人取得提名的上限為240個，將會產生5至10個「入閘」的參選名額。

Some consider that the nomination threshold should remain at one-eighth of the membership. There are other proposals, including “civic nomination”, “party nomination”, outside of the nominating committee.
