民選議員組成的區議會更能反映民意，並同時提升區議會的認受性，相反，委任制度就未能完全與政制發展的方向吻合，尤其是在制訂《2011年立法會（修訂）條例》，只有民選區議員方可獲提名競逐立法會設區議會（第二）功能界別後及區議會（第一）功能界別。
