This weekend, Qiao Xiaoyang, chairman of the National People’s Congress Law Committee, told a group of pro-Beijing Hong Kong lawmakers at a forum in Shenzhen, just across the border in mainland China, that any chief executive candidate would have to “love the country and love Hong Kong.”
