自由黨的兩項修正案，一項由該黨副主席李鎮強提出，即取消「禁售加味煙」條文。李鎮強認為，未是時機禁加味煙，一來影響市民選擇權，二來擔心加劇私煙問題，會有人從境外帶加味煙進入本港，再流入私煙市場，恐令私煙問題失控。
