土力工程處表示，經過連日暴雨，山坡吸收了大量雨水，會令泥土變得鬆動，並令地下水位持續上升，即使雨勢暫緩，上升了的地下水仍然會緩慢向山下流動，造成滯後效應，有機會改變山坡的水壓，而引發山泥傾瀉。
