韋志成前半個任期因為樓價上升，項目有收益，大部分時間「順風順水」，不過樓市之後回調，項目「高買低賣」，甚至流標，現金流出現短缺，韋志成則指是收樓好時機，「其實間接幫到我們，我們的補償會便宜點，我們覺得這是時機擴大我們的重建規模，所以今時今日我們開始負債、開始有赤字，我覺得不是一個這麼大的問題，現在還未借到250億元，所以我們在短期內會將其（借貸）提升到250億元。」
