港府在2012年8月提出「人人暢道通行」計劃，為全港各區符合條件的行人天橋、高架行人路及行人隧道加建無障礙設施，方便市民上落，推行至今已12年。

In 2012, the Government launched the Universal Accessibility Programme (UA Programme) to proactively retrofit more barrier-free access facilities (i.e. lifts and ramps) at public walkways to facilitate the public to commute, especially for elders and persons in need.
