北部都會區統籌辦事處主任丘卓恒表示，政府去年底放寬北都原址換地的申請門檻，由須擁有用地的全部私人業權降至九成，上月達成放寬後首宗換地協議。用地位於粉嶺北新發展區，涉及約400個私人住宅單位。

The administration launched the in-situ land exchange arrangement for the Kwu Tung North and Fanling North development areas, allowing owners to change uses for their plots and redevelop the sites after paying land premiums.
