泳總屬會分為「正式屬會」、「觀察屬會」及「競賽屬會」三級，「競賽屬會」無資格參加錦標賽之餘，亦無投票權及透過泳總租用康文署轄下泳線的權利；「觀察屬會」則無投票權。泳總現時有73個正式屬會、30個觀察屬會，及34個競賽屬會。

The nine-year-old boy, who was able to obtain outstanding results, belongs to the Hong Kong Swimming Academy co-founded by Fong, and as the club is only a “competition member club” under the association, bottom of the three-tiered member system, below “observer clubs” or “full members,” the boy was not allowed to join the local year-end championship.
