香港月前公布的施政報告提到，要吸引海內外公司來港設立總部及分部業務，發展「總部經濟」，財政司司長陳茂波更在電台節指疫情後企業陸續回香港發展，有信心更多企業會返回香港，但政府統計處上周四（21日）公布的數據顯示，今年只有1336間外資以香港作為地區總部，較去年減少75間，跌幅超過5%，較2019年高峰期的1541間，更跌了13.3%，也是自2012年以來數目最少。
