11月21日，廣東省印發實施《「數字灣區」建設三年行動方案》，同日廣東省政府召開專題新聞發布會，表示「數字灣區」建設的總目標是將粵港澳大灣區打造成為全球數字化水平最高的灣區。

That’s part of a wider three-year action plan for a “Digital Bay Area” aimed at integrating government services across the borders.
