加拿大於2021年針對香港實施《港區國安法》，為港人推出救生艇計劃，放寬對香港人獲得加拿大永久居留權的要求。該計劃讓過去五年於大專畢業的港人申請開放式工作簽證，並於工作一年後以「香港通道」（Hong Kong Pathway）取得永久居留身份（Stream B），惟同樣規定申請人不得畢業超過五年，造成不少人即使符合資格取得工作簽證，仍無法透過Stream B取得永久居留權。
