Whilst building management and maintenance is undisputedly the owner’s responsibility, we acknowledge that there are areas where total reliance on market forces and law enforcement may fail to address the problem of ageing of buildings, and certain sectors of the community are in need of technical/financial help to support them to discharge such responsibility.
