為了在年底達成年度能耗雙控目標，政策近期開始趨於嚴格，天然氣上游部分液廠需要停機檢修或減產，LNG（液化天然氣 Liquefied Natural Gas）市場供應量大幅減少。7月下旬內蒙古鄂爾多斯、包頭、阿拉善、烏海等西部地區開始執行高峰限電，液廠開工率進一步下滑，LNG供應收緊。多個省區相繼採取嚴格措施限電限產。
