市建局指，中標發展商須按發展協議中列明有關土瓜灣小區發展的「總體設計要求」作為興建新發展項目的藍本，與毗鄰的市建局重建項目產生協同效應，以達至整個小區的重整及規劃更完整及一體化，促進該小區的連接性和步行環境，並以更具特色的「地方營造」及智慧元素，提升該區的宜居性。
