發展局指，就「濕地緩衝區」，指其本質是為了緩衝發展對「濕地保育區」內濕地的負面干擾，但並非禁止發展，事實上「濕地緩衝區」內超過四成（即約五百一十三公頃土地），在分區計畫大綱圖上劃作可作住宅發展的土地用途地帶。

In early years the Government demarcated and designated a strip of land of about 500 metres in width covering about 1 000 hectares along the boundary of the Deep Bay Wetland Conservation Area (WCA) as a Wetland Buffer Area (WBA).
