中央修改選舉制度，核心變化是選舉委員會。選委會由1200人增至1500人，由4個界別增至5個界別，而且職權大增，但選委的產生辦法滲入不少「紅色力量」，新增分組界別有同鄉社團、有關全國性團體香港成員代表等；新制下有362個議席是當然委員，較以往106席大增。
