分析認為，今次港澳辦領導層大變動，是港澳工作體制的重大調整，將港澳辦職能升級，由「副國級」領導人兼任主任。至於張曉明改任港澳辦副主任，表面雖是「降職」，但仍保留「正部級」，連同香港中聯辦主任駱惠寧與澳門中聯辦主任傅自應兼任港澳辦副主任，形成由一名「副國級」加上三名「正部級」組成的領導班子，為港澳工作一體化做好準備。
