古特雷斯在過去一年一直敦促2020年起停建燃煤發電廠，呼籲逐步淘汰化石燃料補貼，並要求國家就如何在2050年前達成碳中和制定路線圖。2050年前達碳中和是聯合國為防止氣候變化災難的一大目標，現時僅有約20國將該目標納入本國法律，或制定了具體政策落實。
