路透社報道，美國參眾兩院外交關係、軍事委員會的資深民主黨議員致函國務卿蓬佩奧、國防部長埃斯珀，指出多邊軍備控制協定《開放天空條約》是美國與歐洲安全的要素，退出「將是特朗普政府給予普京的又一餽贈」，「對地區穩定及烏克蘭安全又一打擊」，使烏克蘭更質疑「美國對烏克蘭安全的承諾」，且將加強俄國指「美國並非可靠伙伴」的說法。
