律政司及保安局都一直努力研究方案處理，認為當局提交的方案是可行、有效，並非以「駝鳥政策」處理將來出現的案件，強調會積極地與台方推動這件事。他又指，明白方案須得到雙方面同意是，重申會努力做政府可以做的事，他對此亦充滿希望。

Lee said the government can no longer bury its head in the sand and ignore the legal loopholes as it had done so for the past 22 years.

The Government said that it accepts all of our recommendations, however, the conclusions in these two reports are in fact diametrically opposite. Concerning the Government’s claim that the conclusions are the same, I think it is an ostrich policy.
