此外，公民黨5名立法會議員亦發信予立法會秘書處，指內會通過指引後，未有就法案委員會如何處理該指引，另行通過任何指引，要求對方解釋，將指引作書面傳閱，並要求委員在5月6日(星期一)中午12時前以書面通知表態是否支持接納該指引，是誰人決定，及經過何種諮詢程序。
