《逃犯條例》修訂進入立法階段，惟當中條文令泛民、商界和市民憂慮。公民黨黨魁楊岳橋舉行記者招待會，指自己擬用私人條例草案的方式提出《域外法權私人草案》，處理陳同佳案。草案的內容為擴闊香港法院對謀殺和誤殺案件的審判權力，即或兇殺案在海外發生，香港法院仍然有權力處理，而牽涉的法律程序，如刑事調查、檢控、審訊乃至服刑則均在香港進行。
