葉永成表示，港運會是兩年一度、以全港十八區區議會為參賽單位的大型綜合運動會，旨在鼓勵市民積極參與體育活動，推廣「普及體育」的文化，同時促進十八區之間的溝通，加強市民對地區的歸屬感和社區凝聚力。

Noting that the HKG is a biennial major multi-sport event with the 18 DCs as participating units, Mr Yip said that the event aims at encouraging the public to proactively participate in sports events, as well as promoting the “Sport for All” culture.
