法改會又建議新增一項「窺淫罪」，針對偷拍裙底等偷拍偷窺行為，在建議下即使偷窺者無用器材拍攝都會犯下性罪行。有大律師指出，現時法例針對偷窺和偷拍行為的法例，都有盲點，設立專罪較為合適。
