在1961年，約有十七萬來自西印度群島的人，已移居英國。這批現時已是六十歲過外的黑人，一般被稱為「疾風世代」(Windrush Generation)根據1948年英國政府通過的國籍法（British Nationality Act 1948），這些人和所有英聯邦的公民都可權在英國定居，並成為英國公民。後來，國籍法經過多次修改，這些權利已被英國政府收回。
