2014年起，金正恩大膽提出與其父不同的策略，稱為「並進政策」，即北韓當下不再需要為了發展核武，而放棄既有的經濟發展，反而北韓現在已有一定實力，而且也適應了多年來聯合國安理會的制裁措施，可以把經濟規模與核實力同時並進。
