政府分別撥款成立了香港教師中心（教師中心 ）和優質教育基金（教育基金 ）。前者的目標包括提供中立的環境讓教師及教育團體交流經驗，以及鼓勵他們設計並試用新教材和教學法，而後者旨在資助屬於基礎教育範圍內（即幼稚園、小學、中學及特殊教育）的非牟利創新計劃，例如舉辦交流活動與製作教材。
