環境局的文件亦提到，「一換一」計劃下的舊私家車可以是各類燃油或動力的私家車，同時，亦需符合3個條件，包括是舊私家車必須在香港首次登記最少6年或以上、車主必須是該車輛連續3年或以上的登記車主，以及車主在換車前兩年要最少有20個月領有有效車牌。
