林鄭月娥政府的首份財政預算案周三出爐前夕，財政司司長陳茂波昨在網誌預告今年財政盈餘高於去年，日前有行會成員料盈餘達千億；近日不同政黨及團體促請政府「全民派錢」，陳於網誌未有直接回應派錢問題，但強調政府要確保資源運用合情合理，又指無論預算案推出甚麼措施，也難令所有人快樂，未雨綢繆不代表漠視今天的需要。有學者支持政府派錢，工黨則反對，認為應把錢用於回購港鐵、收回農地等。
