伊朗號稱「伊斯蘭共和國」，但「伊斯蘭」的地位遠高於「共和國」，總統與國會雖然皆為民選，實質上卻採行政教合一、嚴密封閉的「神權政治」（theocracy），真正當家做主的是「最高領袖」（Supreme Leader）──伊斯蘭教什葉派領導人。

In the roughly four decades of Iran’s theocracy, there has been a large protest movement every 10 years. Most recently, the “green movement” in 2009 saw millions of people on the streets with a clear agenda and a clear leadership.
