聲明指當局於一九七九年作出修訂，容許丁屋業主補足地價後，可豁免獲批「滿意紙」（即合約完成證明書）後五年內不准轉讓給非原居民的限制，「間接為發展丁屋掏利而非自住開了綠燈」，丁屋業主可補足地價後，無限制下轉讓業權，故政府並沒有以丁屋必須自住作為丁屋政策的重點。
