香港金融管理局（金管局）在二零零零年發出《虛擬銀行的認可》的指引（《指引》（二零零零年版）），表明金管局「不反對虛擬銀行在香港成立」，條件是該等虛擬銀行必須符合適用於傳統銀行的相同的審慎準則。

In 2000, the Hong Kong Monetary Authority (HKMA) issued a Guideline on the Authorisation of Virtual Banks (the Guideline (2000 edition)), stating that HKMA would “not object to the establishment of virtual banks in Hong Kong” provided that such virtual banks could satisfy the same prudential criteria applicable to conventional banks.
