有關「低端人口」的描述，在北京的城市規劃及人口調控方案中都有所提及。僅以北京政府文件為例，在北京房山區和石景山區都先後出現過「清理整治低端人口」的內容。在正式的政府報告文件內，寫入「低端人口」這種充滿赤裸裸階層歧視的話語，並且「嚴格執行」，而在引起口誅筆伐之後又慌忙否認，這令北京政府的公信力，被「低端人口」這四個字打擊得左支右絀，狼狽不堪。
