田北辰期望政府盡快展開立法工程，釐清條文內的詞語，例如「在場人員要肅立」中「在場人員」的定義，相信會有一番爭論，「電視新聞前播國歌，唔通喺茶餐廳食緊雲吞麵都要肅立？」他難以預計立法過程需時，他建議政府立法工作越快越好，期間希望社會人士表現要節制，不要刻意撩起情緒。
