法官今午(19日)頒發判案理由書，除解釋判案理由外，更直指郭是「多管閒事的人」和「好事之徒」，又指郭不具備足夠的利害關係提出今次覆核，可視為濫用司法程序，加上今次覆核缺乏理據，所以下令郭支付訟費給警務處處長和保安局局長兩名答辯人。
