香港願景建議，司法覆核法庭具備審批司法覆核許可申請，和進行正式聆訊的權力，亦可以參考英國的規劃法庭（Planning Court），建議香港亦在司法覆核法庭下設立規劃法庭，審理政府基建項目，更有效處理重大司法覆核案件。
