施政報告宣佈建設全新的公務員學院，政府消息人士指，現有培訓設施90年代落成，位於北角政府合署，只佔3層樓，面積約6,500平方米。在硬件設備不足應付培訓，例如電腦設備慢、只有課室和演講廳等。新學院仍在找尋選址，公務員事務局與建築署和規劃署聯繫，希望找到交通便利地點，未知新學院造價和面積。
