2003年格魯吉亞爆發「玫瑰革命」，時任總統謝瓦爾德納澤下台，反對派領袖薩卡什維利在其後的大選取得逾9成得票，出任總統。「玫瑰革命」成功後，部分前蘇聯加盟共和國陸續爆發反政府示威，其中2004年烏克蘭「橙色革命」及2005年吉爾吉斯「鬱金香革命」均引致原政府倒台。
