據嘉樂敦珠回憶，1962年中印戰爭後兩國關係進一步惡化，印度通過他將印度6千藏人秘密編入印度的”特別邊境部隊”。他在回憶中還見證了原來西藏屬地達旺轉為印度控制的東北邊境特區，後來又成為阿魯納恰爾邦的轉變。
