李克強電視會議講話中稱，當前有效投資增速放緩，尤其是民間投資，今年以來雖有所回升，但增長仍較緩慢，這會影響經濟發展後勁。實際使用外資金額今年出現了負增長，要引起高度重視。中國要不斷完善利用外資政策，進一步放寬一些領域准入限制。

中國商務部早前公布，5月實際使用外資（FDI）按年下跌3.7%，是連續兩個月下調。前首5個月FDI亦按年減少0.7%。
