朝鮮昨日試射導彈之前，朝鮮半島近期原本稍吹暖風，一方面有主張重推「陽光政策」的文在寅當選韓國總統，另一方面美朝則開展「第1.5軌」外交，朝方代表前日還明言「在合適條件下」可變成直接對話。朝鮮昨試射導彈，分析普遍相信是向中美發信息，增加談判籌碼。不過此舉也可能令文在寅在「薩德」部署問題上更為難。

The late Mr Kim had watched the Cold War come to a peaceful end in Europe, and he wanted to bring his own country’s ongoing confrontation with the communist North to a similarly non-violent conclusion. So he pursued direct engagement with North Korea, and his “Sunshine Policy” was taken up by his successor, Mr Roh Moo Hyun. Before he died in 2009, Mr Roh (under whom I served as foreign minister) was a political mentor and close friend to Mr Moon.
