美國前總統喬治‧布殊於2006年指水刑不合法和無效後，隨即禁止對囚犯用刑，但一向主張水刑的美國共和黨篤定總統候選人特朗普，於周二到美國俄亥俄州拉票時，再度強調要恢復水刑對付恐怖分子，及要退出「跨太平洋戰略經濟夥伴關係協定」（TPP）。
