所謂『套丁』是指有權無地的男丁,與有地無權的發展商,協議由發展商買下男丁的丁權,再將土地轉名給男丁,從而令男丁可以向政府申請興建丁屋。整個過程中,男丁不用付出分毫,相反更可獲得發展商發出一筆賣丁的費用,而建成的丁屋毫無疑問是屬於地產發展商所有,因為由始至終男丁從來沒有意圖佔有該土地任何利益。
