在計劃下，年齡介乎18至40歲的「港二代」只要有良好教育背景、語文及經濟能力，而父母其中一方持有效香港永久居民身分證，及在申請人出生時已定居海外的中國籍人士，可申請回流本港。申請人在首次入境時毋須先獲得聘用，最少可在本港逗留12個月，其後再按受聘或業務情况申請延期逗留。
