政府預計流動電話號碼的8位號碼最快3年內出現短缺，提出多項建議，包括遷移部份傳呼機用戶，以騰出部份「7」字頭號碼等，提供合共一千五百多萬個號碼，令8位號碼計劃的使用期延長約10年。
