大學現時對學術研究的態度是十分明確的，無論是在自家大學獲得資源，或是從不同地方政府機構取得資助，研究就是要做影響範圍大，名聲夠響，可以在國際學術期刊上出版的研究，簡單而言，就是各項研究的影響因子（Impact factor）一定要高，方可以在大學資源上有更大的份額。

李輝以自己作例，稱根據全球最權威期刊「影響因子（Impact Factor）」，從事高等教育研究21年的陳文敏，平均每年只有「0.0038」，反之，他從事該等工作15年，平均每年有約0.05，「我係200倍佢（陳文敏）架」，故有人說陳文敏資歷連「助理教授」也不能擔任。
