在學術上，公民社會的普遍定義是處於市場及政府之間的自主領域，當中包括了非政府組織（NGOs）和公民團體。因為這些組織既非市場的一部分，所以主要的存在意義及運作目標，並非追求利潤；而它們也不是政府的一部分或其延伸，所以追求的亦不是控制及權力。
