內地自一九八○年代重提「愛國衞生運動」二十年來，不得隨地吐痰、不得亂扔果皮紙屑、除「四害」（老鼠、蒼蠅、蚊及蟑螂）等口號已讓市民耳熟能詳，遼寧、山西及河北等二十個省還制訂了愛國生工作條例。不過，廣東省就一直依靠行政指令推動衞生運動。
